Abstract

Community Media in the European Union (EU) constitute a numerous and diverse sector converging with the main regions’ policy objectives on communication and culture: the promotion of media diversity and an active citizenship or the endorsement of freedom of expression and information access. Despite there is no specific regulation concerning Community Media, the interest among EU institutions is increasing as it is shown by the study The State of Community Media in the European Union (2007), entrusted by the European Parliament. This study defines Community Media as non-profit organizations owned by or accountable to the community that they serve and it emphasizes the importance of the sector’s legal recognition -especially on the context to the digital broadcasting transition- so they can fulfill their societal contribution. This article examines the EU communication policies concerning directly or tangentially Community Media. The analysis is based on the European communication policies guidelines (the Regulatory Framework; the support mechanisms at European level to complement national systems, MEDIA Program; the distribution of audiovisual content on electronic networks and media pluralism, and external measures protecting European cultural interests) and completed with personal contacts with European Commission and European Parliament members.
